PRO-CONSERVATION LEGISLATION HEADS TO SENATE . . . The Farm Bill, sponsored by Congressional Sportsmen's Caucus member and chairman of the House Agriculture Committee Collin Peterson (D-Minn.), is one of the most important pieces of conservation legislation, helping to sustain America's rural economy and improve fish and wildlife habitats. Last week the legislation passed out of the U.S. House by a vote of 231-191. NSSF joined with conservation partners, such as Ducks Unlimited, to urge passage of the pro-conservation bill. "This Farm Bill is extraordinarily important to industry," said NSSF Senior Vice President and General Counsel Lawrence G. Keane. "By keeping in place conservation programs that are vital to wildlife habitat, hunting opportunities around the country will improve. We are pleased that the House passed this pro-hunting legislation." The bill now heads to the Senate Agriculture Committee.

Washington, D.C., To Appeal Parker Case Decision . . . Washington, D.C., Mayor Adrian M. Fenty and city Attorney General Linda Singer at a press conference today disclosed their intention to appeal to the United States Supreme Court a decision by the D.C Circuit Court holding that the Second Amendment of the United States Constitution guarantees an individual right to keep and bear arms. The decision in the Parker, et al., v. District of Columbia (Circuit docket 04-7041) case was handed down on March 9 of this year. NSSF Senior Vice President and General Counsel Lawrence G. Keane called the ruling “a watershed moment for the Second Amendment.”

Sometimes we accidentally step in something good, but most of the time we are stuck with junk that lessens in value by the minute. As Louis Pasteur observed, “Chance favors only the mind that is prepared.”
In the not too distant past our sources for firearms values were limited to who gave them to us, who was trying to sell them to us or folk lore. Since new and used firearms and related items are such a big business, new models are created every other day, and the passing of time adds to the old models on a continuing basis, we are fortunate to have good sources of information to give us a guide to current values. We are doubly fortunate that most of these sources are updated annually.

on Proposed Ammo Rules
INDUSTRY EFFORTS INSTRUMENTAL . . . Thanks to the efforts of NSSF, the Sporting Arms and Ammunition Manufacturers' Institute, their respective firearm and ammunition manufacturer and retailer members and the NRA-ILA Grassroots division, the Occupational Safety and Health Administration (OSHA) has granted a 60-day extension in which to submit comments on its proposed explosives regulations. The hot-button issue was discussed in great detail on many radio and television networks, including the Rush Limbaugh Show. The new deadline for submitting written comments is Sept. 10. NSSF, SAAMI and the National Association of Firearms Retailers will conduct a more thorough review of the proposed regulations and will continue discussions with OSHA. OSHA's proposed regulations still pose a serious threat to the firearms and ammunition industry. Industry members are, therefore, still encouraged to take action by submitting their own comments on the proposed regulations to OSHA by Sept. 10.

MORE OPPORTUNITIES FOR SCOUTS IN SHOOTING SPORTS . . . NSSF announced today its sponsorship of a special grant program for Boy Scouts of America (BSA) local councils. Councils across the country will be encouraged to apply for grants that will help them with shooting range improvement projects and the development of new shooting sports programs. "The Boy Scouts of America is grateful for the generous support of the National Shooting Sports Foundation. This donation will be used to develop new shooting sports programs and improve ranges in our local councils across the country," said BSA Chief Scout Executive Roy L. Williams. All local councils are able to apply for the grants. The minimum award is $2,500, and the maximum is $10,000. "This new partnership will help to increase target shooting opportunities for Scouts nationwide," said Chris Dolnack, NSSF senior vice president. "When you consider that the shooting merit badge, which is an elective badge, ranks 12th in popularity out of 118 merit badges it's clear to us and BSA that Scouts want the opportunity to try target shooting. Having Boy Scout headquarters staff administer the grant program will ensure that every Scout council and summer camp can participate."
